This cel is from my favorite scene of Sailor Moon.

During Sailor Moon's battle with an enemy, a red rose, the signature of her true love, Tuxedo Kamen, is thrown and distracts her foe. Her heart filled with hope after having not heard from him since he left for America, Sailor Moon believes he has returned. When she looks up to see him, her illusion is shattered upon realizing that it is not him, but Seiya, who has feelings for her. After her foe is gone, she breaks down and confesses to him that although she tried to be strong, she can't endure being alone, that she wants to see her boyfriend. Seiya then comes in close, places his hands on her shoulders, and earnestly asks: "Am I not good enough? Am I not good enough?"
